David Clarke Bio, Life, and Career:

David Alexander Clarke Jr., an American who formerly worked in law enforcement and was born on August 21, 1956, is most known for his tenure as the Sheriff of Milwaukee County, Wisconsin, which lasted from 2002 until 2017. In 2002, Republican Governor Scott McCallum named Clarke to the position, and in that same year, Clarke won the election for his first term in office, which would last for four years. In November 2006, 2010, and 2014, he was successfully reelected. Although Clarke declared himself to be a Democrat after his appointment as sheriff and ran as a Democrat in a county that is heavily Democratic, many of Clarke’s political views align with those of conservative Republicans. He refused to join the Wisconsin Democratic Party, instead promoting conservative views and aligning himself with Republican officials. As sheriff of Milwaukee County, Clarke frequently butted heads with other county officials over the budget and other issues. During his 24 years of service to the department, he had a “slow but steady pace” of promotion throughout those years. Clarke started his law enforcement career as a patrol officer and later became a murder detective. In 1993, he was elevated to the position of lieutenant of detectives, and he was eventually given the rank of captain in 1999.

In 1994, the mother of a kid who was 15 at the time of his arrest filed a complaint against Clarke, saying that Clarke had used excessive force when arresting her son. Clarke’s career was not without controversy. Clarke was reportedly on his way back from a holiday when he came across five adolescents throwing rocks at passing vehicles. The documents imply that Clarke intervened. Clarke gave chase to the youths, pulled out his service handgun, and demanded that they go on the ground and lie down. He admitted that he had used his foot to roll over one of the boys while he was looking for weapons. The woman who raised the boy asserted that Clarke put a gun to her son’s head and kicked him in the side, which resulted in her son sustaining broken ribs that required medical care. The Fire and Police Commission came to the conclusion that there was not enough evidence to press charges against Clarke, thus they dropped the investigation.

Clarke was one of ten people who applied for the position, and on March 19, 2002, Governor Scott McCallum made the decision to appoint him. Later that year, in 2002, he won the election to a full term, and he went on to win reelection in 2006, 2010, and 2014. The news organization stated that within the thesis, “Clarke failed to properly attribute his sources at least 47 times.” It was discovered that the thesis (“Making U.S. security and privacy rights compatible”) had lifted material verbatim from a number of sources without providing the appropriate citation. These sources included reports by the American Civil Liberties Union, the report from the 9/11 Commission, and the memoir Decision Points written by George W. Bush. According to the National Park Service, Clarke committed the act of plagiarism by providing footnotes to sources that he used but failing to properly place quotation marks around words that were taken directly from his sources. As a result of the report, the thesis was deleted from the online repository maintained by the NPS. In response to the revelation, Clarke labeled the journalist who broke the information a “sleaze bag” and disputed that he had stolen any of his work. Kaczynski was the one who broke the story.
