Eliot A. Cohen Bio, Life, and Career:

Eliot Asher Cohen is a prominent political scientist from the United States. He was born on April 3, 1956, in Boston, Massachusetts. Between the years 2007 and 2009, he served as a counselor at the United States Department of State under the direction of Condoleezza Rice. Cohen was given the position of 9th Dean of the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University in 2019. In this role, he will take over for Vali Nasr, who held the position previously.  Prior to his appointment as dean at SAIS, he served as the director of the Strategic Studies Program. According to Ruth Wedgwood, an expert in international law, Cohen “is one of the few lecturers in the American university to approach military history as a serious discipline.”

Cohen is a contributor to The Atlantic in the field of writing.  Additionally, together with Eric Edelman, he is the co-host of the podcast titled “Shield of the Republic,” which is produced by “The Bulwark.” Cohen was raised in Boston by his Jewish family, who were not religious. His father got increasingly devout while he was growing up, and when he was in his teens, his father enrolled him at the Maimonides School in Brookline, which is a Modern Orthodox Jewish day school.

In 1977, Cohen graduated from Harvard University with a bachelor’s degree in government. After that, he went on to earn a doctorate in political science from Harvard in 1982, and while he was getting his doctorate, he participated in the Army Reserve Officer Training Corps program at the Massachusetts Institute of Technology. He attained the rank of captain before getting out of the military after serving in the United States Army Reserve as a military intelligence officer. Cohen was promoted to the position of Counselor at the State Department on March 2, 2007, succeeding Philip D. Zelikow, who had been appointed to the position by Secretary of State Condoleezza Rice. At the end of the Bush administration’s tenure in office, he and his colleagues left the government together.

Since March 2022, he has been serving on the advisory board for America Abroad Media. Cohen was a pioneer among neoconservatives, as he was one of the first to push openly for war against Iran and Iraq. Cohen recognized what he called World War IV in an opinion piece he wrote for The Wall Street Journal in November of 2001. In the piece, he urged the toppling of Iran’s government as a possible next step for the Bush administration. Cohen suggested that a “regime change” in Iran would be “wise, moral, and unpopular (among some of our allies)” and claimed that it could be accomplished by focusing on “pro-Western and anti-clerical forces” in the Middle East.

He also claimed that it would be possible to accomplish “regime change” in Iran. He went on to argue that such a strategy was just as important as the objective that had been set at the time, which was the capture of Osama bin Laden. He said, “The overthrow of the first theocratic revolutionary Muslim state and its replacement by a moderate or secular government, however, would be no less important a victory in this war than the annihilation of bin Laden.”

Between the years 1982 and 1985, he worked at Harvard University as an assistant professor of government and as an assistant dean. After this, he taught in the Department of Strategy at the Naval War College for a period of four years before taking a position on the policy planning staff in the Office of the Secretary of Defense in 1990 for a short period of time. Cohen started working as a professor at SAIS in the year 1990. After the Persian Gulf War in 1991, he conducted the official four-volume assessment of the United States Air Force, which was called the Gulf War Air Power Survey, until 1993.

For his work on the survey, he was awarded the Air Force’s Exemplary Civilian Service Award. In 1993, Paul Wolfowitz, who would later rise to prominence as the Deputy Secretary of Defense in the lead-up to the Iraq War, was appointed to the position of Dean of the School of Advanced International Studies (SAIS). Cohen had worked under Wolfowitz during the brief time he spent with the defense policy planning staff, but this interaction marked the first time the two were in extended touch with one another. Cohen was one of the co-founders of the Project for the New American Century (PNAC) in 1997. This organization served as a hub for important members of the neoconservative movement.

During the time that President George W. Bush was in office, he was appointed to serve on the Defense Policy Board Advisory Committee, which is a group of civilians and former military officers that the United States Secretary of Defense can consult for advice. He has been a member of this committee since it was established. Following the recommendation of a mutual acquaintance, Richard Perle, he was appointed to the board.  Cohen has described the current conflict in the Middle East as “World War IV.”  In the years leading up to the invasion of Iraq in 2003, he was a member of the Committee for the Liberation of Iraq, which was an organization composed of important people who advocated for the invasion.
