Steven Levitt Bio, Life, and Career:

In the subject of criminal justice, American economist Steven David “Steve” Levitt (born May 29, 1967) is well-known for his research into the correlation between abortion legalization and increased crime. He is presently the William B. Ogden Distinguished Service Professor of Economics and the director of the Becker Center on Chicago Price Theory at the University of Chicago Booth School of Business, where he won the John Bates Clark Medal in 2003. Until the end of 2007, he served as the journal co-editor for the University of Chicago Press Journal of Political Economy.

Among his many works is the international bestseller Freakonomics, as well as its follow-ups SuperFreakonomics and Think Like a Freak. Levitt established TGG Group, a commercial and nonprofit consulting firm, with a colleague in 2009. After Paul Krugman, Greg Mankiw, and Daron Acemoglu, Levitt was voted the fourth best living economist under 60 by economics academics in 2011.

Levitt was born in 1967 to Jewish parents, went to St. Paul Academy and Summit School, earned a Bachelor of Arts in economics from Harvard University in 1989, and worked as a consultant at Corporate Decisions, Inc. (CDI) in Boston, where he advised Fortune 500 firms. In 1994, he graduated with a Ph.D. in economics from MIT. At the University of Chicago, he oversees research and teaching at the Becker Center for the Study of Price Theory and holds the William B. Ogden Distinguished Service Professorship. Every two years, the American Economic Association recognizes the best talented U.S. economist under the age of 40 with the John Bates Clark Medal, which he received in 2003.

In a working paper published in November 2005, Federal Reserve Bank of Boston economist Christopher Foote and his research assistant Christopher Goetz argued that the results in Donohue and Levitt’s abortion and crime paper were the result of statistical errors made by the authors, including the omission of state-year interactions and the use of the total number of arrests rather than the arrest rate in explaining changes in the murder rate. In light of the amendments, Foote and Goetz contended that abortion contributed to, rather than mitigated, violent crime and had no bearing on property crime.

Even further, they determined that, contrary to Levitt’s claims, the majority of 1970s abortion patients were middle-class white women, not low-income minorities. This, they reasoned, was because middle-class white women were in a position to pay for an abortion. The Economist made a remark on the mistakes “Someone as iconoclastic and inventive as Mr. Levitt deserves more than to be accused of moral turpitude, but technical ineptitude is a far more serious charge. It’s one thing to be insensitive to other people’s feelings, but quite another to be factually wrong.”

Donohue and Levitt released a rebuttal in January 2006, in which they acknowledged the mistakes in their initial study but also pointed out the flaws in Foote and Goetz’s remedy, which they attributed to significant attenuation bias. After making the necessary adjustments to remedy the original mistakes, the authors argued, the adjusted association between abortion and crime was now reduced but still statistically significant.

However, in short order, Foote and Goetz came up with their own response, demonstrating that the data does not indicate a positive association between abortion rates and crime rates, even after evaluating the data using the methodology that Levitt and Donohue advocate. It is quickly pointed out that this does not necessarily refute Levitt’s theory, and it is emphasized that with data as complex and incomplete as this, it is probably not even possible to confirm or deny Donohue and Levitt’s conclusion.

In a 1997 paper on the topic, Levitt employs the timing of mayoral and gubernatorial elections as an instrumental variable to isolate the impact of police recruiting on crime rates. Due to the inherent nature of simultaneity in police hiring, previous studies had failed to reach a conclusion. It was discovered that a programming error led to the results presented in this research. In 2002, Justin McCrary made this observation in a remark for the American Economic Review. In a reply published alongside McCrary’s comment, Levitt acknowledges the mistake and then provides new evidence to back up his earlier claims.

Another study from 1998 concludes that adolescent offenders respond to criminal penalties in the same way that adults do. Deterrence appears to have a significant influence in the decision to commit a crime, as there is a marked decline in juvenile and adult crime when the offender reaches adulthood.
